own budget plan, president obama included some smart provisions like investments in infrastructure and the buffett rule for tax fairness. and i respect the president's outreach to a compromise with republicans, but i cannot support the cuts to social security benefits in his plan. it is simply wrong to place the burden of deficit reduction on seniors and the disabled. social security, one of the fundamental pillars of the american middle class, has not contributed and will not contribute to our deficits. social security is fully funded by its participants through payroll taxes and cannot by law add to the deficit. under current payroll tax level, social security will have the funds to pay 100% of benefits until 2033. it's true that we do need to make some adjustments to ensure that full benefits can be paid beyond that date, but that task has nothing to do with deficit reduction. even if congress did nothing before 2033, the projected shortfall would force automatic benefit cuts, not deficit spending. so i do look forward to working with senators of both parties to ensure that social s

that the border is truly secure. congress passed a law in 2007 requiring that the 100% or the border be 100% quote-unquote operationally controlled. however, president obama and secretary napolitano abandoned that metrix. the bill before is weakenes current law by only requiring the southern border to be 90% effectively secured. in some sector, only the so-called high risk sectors. what about the other six sectors? then before green card are allocated to those here illegally, the secretary only has to certify that the security plans and fencings are quote-unquote substantially deployed. operational. and completed. if the secretary doesn't do her job, then a commission is created to provide recommendations. this is just a loophole that allows the secretary to neglect doing the job. another area of interest for me is the employment verification measure. as i said before so many times, i was here in 1986 when we for the first time made it illegal for employers to hire undocumented individuals. i've been a champion for making the everify system a statement in eave work place. it's a proven

[laughter] he has written a column where he said that republican should beat president obama on the issue of government spending. just don't medicare and don't talk about social security. but you can talk about government spending. many republican would add don't talk about national defense, the pentagon budget should be off limiting. the problem with the thinking you have exempted the three largest area of spending from the critique of spending. these are the division and conflict and contradiction any serious proponent of limited government has to contend with. i think there has been a sort of this view propounded that there limited government is impossible. they make the argument and i would count that limited government is possible but difficult. the fact there's been limited government, the federal government was fairly limited for 150 years even after the progressive era, even after the civil war where there was government growth and there were some impediment to governmental growth that were institutional. we had a limited federal government. i think they might have a little

appears that president obama and national security director are meets once a week, once a month to determine who gets hit by the drone. can you give us a little bit about the drone war and who makes the calls on that? >> great question. so president obama's top counterterrorism adviser for the first four years was john brennan, who is now the cia director. they would meet frequently in the white house to discuss the drone wars, and this escalation of drone strikes in the last several years. now, your question was about who sort of authorized it? it basically depended on which country the strikes happened. in pakistan, the cia director, who was leon panetta and then david petraeus in the first term, had the authority to call in drone strikes without getting each one individually approved by the white house. in -- if it was outside of pakistan, though, there would have to be a discussion that john brennan ultimately, president obama would have to approve. for instance, in 2009-2010 when strikes in -- missile strikes in yemen increased, those were discussed in the the white house. the

inadvertently into its reach. a third area of focuses is school safety. unfortunately, the obama administration in the past several years reduced funding for school safety by over $300 million. next to me are detailed the security our cools stkpwrapbts were cut $110 million in 2012. school safety initiative was cut $53 million in 2011. and the safe and drug-free schools grants were cut $184 million in 2010. this substitute restores funding for school safety. if the effort is to protect our kids -- and i know all 100 senators want to do everything we can to protect our kids. one of the most direct ways is to make sure there are resources on the ground protecting our kids. and so this bill would provide $3400 million in funding -- $300 million in funding, 30 million a year for ten years, to do exactly that, to provide funding for the secure our schools grants. a fourth area is improving the existing background checks as it concerns mental illness. if you look for a common theme among these mass murderers that we have seen recent years, one of the most disturbing things is we've seen person after
